OUTDOORS NOTEBOOK: DNR elk plan, Scientific and Natural Area plan for northwest Minnesota etc. The Department of Natural Resources developed the elk plan for Grygla, Minn., and Kittson County with input from citizen working groups in each of the two areas, and the goal is to reduce the damage elk are causing to crops and hay supplies while at the same time provide recreational opportunities such as hunting.

OUTDOORS NOTEBOOK: Minnesota ducks decline, N.D. state record fish requirements etc. The Minnesota Department of Natural Resources said the state’s breeding duck population has dropped to an estimated 507,000 birds. That’s down 31 percent from last year and 19 percent below the long-term average of 626,000.
